“If a situation arises wherein the candidates belonging to groups included in the list of backward classes are able to obtain more seats on the basis of their own merit, it is the duty of the State Government to review the question for further reservation of seats for such groups.
The government should not act on the basis that once a class is considered backward class, it should continue to be backward for all the time.”
